Hate-Crime Prosecutions Lag, AG Says

LOS ANGELES - While the number of hate crimes in California has plateaued over the past two years and decreased nearly 5 percent since 1996, prosecutors in Orange County and the city of Los Angeles need to prosecute more aggressively criminals driven by bigotry, state Attorney General Bill Lockyer said Friday.
