SEATTLE - Promising that the Bush administration has "no litmus test" for the appointment of federal judges, the president's White House counsel, Alberto Gonzales, reassured the nation's judges that character, integrity and legal scholarship will remain the selection criteria, even if the imprimatur of the American Bar Association will not.
