Mortgage pact with banks keeps California's options open

Attorney General Kamala Harris has triumphantly joined the renegotiated deal with the nation's five largest mortgage services, but questions remain whether her office will file fraud cases against lenders.

When California Attorney General Kamala Harris pulled out of the multistate settlement talks with banks over foreclosure abuses last fall, she said the deal sought by the Obama administration asked states to "excuse conduct that has not been adequately investigated."
