The Big-Box Trade-off

They've done this because they are left with little choice for raising new revenues other than pushing for new commercial taxes, which has really made sales taxes the king of the highway. So city managers, redevelopment and economic development administrators have been very focused on getting sales tax into the community, at the sacrifice of housing.
