By Alex Ricciardulli Contrary to public opinion, the new millennium starts this New Year's Day: The U.S. Naval Observatory, the keeper of the nation's Master Atomic Clock, will usher in the 21st century by dropping a time ball from atop its headquarters in Washington, D.C., at midnight on Dec. 31.
