The Privatization of Towns

The California Law Revision Commission should be commended for beginning its study of the law governing residential common interest developments such as condominium projects and master planned communities. Now that the commission has begun its work, the state Legislature should also get down to work and examine the larger issue of how residential common interest developments figure into the overall scheme of local governance in California and its financing.
