Proposed recidivism definition limited to convictions

Despite calls from law enforcement and county officials, a Board of State and Community Corrections committee maintained that repeat offenses are limited to new convictions under the state's prison reform effort.

A final definition of "recidivism" decided by a Board of State and Community Corrections committee wasn't broadened to include more types of repeat offenders, despite calls from law enforcement and county officials.
