China's About-Face on Climate Control

China's surprise announcement on Sept. 22, 2009 that it would increase efforts to conserve energy and control carbon dioxide emissions raises hopes of an international accord in Copenhagen this December. Negotiators in Copenhagen are reaching for an agreement on global warming to replace the 1997 United Nations Framework Convention on Climate Change (the "Kyoto Protocol").
