Transit Board Will Seek Decree Clarification

LOS ANGELES - In a special session, the Metropolitan Transit Authority board Wednesday voted to appeal to the U.S. Supreme Court for clarification on how to comply with a consent decree to ease bus crowding and on what role the federal courts can play in solving transportation problems.
