Another $4 Billion Claim in PG&E Case

SAN FRANCISCO - Bankrupt Pacific Gas and Electric Co. filed a $4.1 billion claim against the state Thursday, asserting that a year-old law restricting what the utility can do with its generating plants constitutes a breach of contract.
