Aliens Find Themselves Under INS' Thumb

LOS ANGELES - For Dr. Ali Karim, the year 2000 started much as the previous few, confined at the INS Detention Center on Terminal Island. That he will see the year 2001 begin alongside his relatives in Virginia illustrates the grief and the joy experienced by immigrants seeking a better life in the United States. His case also illustrates that at the heart of each seemingly labyrinthine decision by the Immigration and Naturalization Service lies an individual.
