Solar and energy efficiency program catches Wall Street's eye

A program that allows cities to finance environmentally-friendly home improvements through bonds is taking off in California and recent securitizations show there's a strong interest from major investors.

In 2010, a promising program aimed at funding renewable energy and efficiency projects for homes was gaining momentum in California, until objections from the federal government brought it nearly to a standstill. Now, four years later, it's made a big comeback, pumping hundreds of millions of dollars into residential rooftop solar and home energy retrofits - and catching the attention of Wall Street.
