Vexatious litigants can pursue an appeal without court permission so long as they are the defendants in the case, a court of appeal ruled Monday.


The opinion clarifies the rules surrounding vexatious litigants, a label placed on self-represented litigants who have filed numerous unmeritorious lawsuits and are required to get court approval before filing new ones.
