Courts should keep a share of fines, state report recommends

California courts have struggled for years to collect all the fines they are owed. Now, a new report by the legislative analyst's office recommends the state put courts' skin in the game by letting them keep a little of the revenue.

California courts have struggled for years to collect fines. A new legislative analyst's office report recommends the state put courts' skin in the game by allowing them to keep some revenue they collect.


The proposal could strike a chord with courts grappling with shrinking budgets. But some observers say allowing courts to directly profit from court-ordered debt collection is a bad idea.
