Legislature Using Purse Strings to Bind Judiciary

Today, as a result of catastrophic underfunding of California's judicial branch by the Legislature and further cuts by the Executive branch, the "separation of powers doctrine" has been unconstitutionally breached to the detriment of the judicial branch of government, all who come before it, and the general citizenry of California.
