Citing torture in Mexico, 9th Circuit rules that man should be granted asylum

A Mexican man who has been repeatedly tortured by police in his home country should be granted asylum in the U.S., the 9th Circuit Court of Appeals ruled Friday.


In a divided opinion, an en banc panel overturned a decision by the U.S. Board of Immigration Appeals, which has repeatedly butted heads with the 9th Circuit on asylum bids.
