CONSTRUCTION
NEW YORK - The costs of nonresidential building construction fell 0.5 percent from fourth-quarter 2009 to first-quarter 2010 and have declined by 7.7 percent from the first quarter of last year, according to Turner Construction Co., which estimates the downward trend will continue. The Turner Building Cost Index shows costs have dropped 13.1 percent from their peak at the end of 2008. Karl F. Almstead, vice president of the company, said the decline of costs is not as dramatic as it was last year.
