Coastal Panel Dabbles in Absurdity

Douglas, executive director of the California Coastal Commission, is dismayed that the Court of Appeal would affirm the ruling of a trial judge who dared to find that the California Coastal Commission, as constituted, violates the separation-of-powers doctrine of the state constitution. He says there are "opponents" who want to "destroy the Commission".
