Tug of War

The scenario is straight out of a Tom Clancy novel. The Hague in Netherlands, center of international justice, prepares to try an alleged war criminal in the new permanent International Criminal Court. The defendant - an American soldier fresh from Iraq - is flanked by guards as he trudges toward the courthouse building under a gray sky.
