SAN DIEGO - A judge's decision last week to transfer a contentious pension-related case from San Diego to Los Angeles county has the city attorney steaming, and suggests a different legal strategy for others locked in similar disputes.


Conflicts between cash-strapped municipalities and large public employee groups over pension plan obligations are being fought in courts throughout the state.
