Appellate Panel Tosses Out Cop Killer's Death Sentence

Concluding that a convicted cop killer received ineffective assistance of counsel, a federal appellate court Monday threw out a jury's decision that a West Covina man be sentenced to death but upheld his first-degree murder conviction.
