In the mid-'90s, with three large military bases closed or scheduled for closing, the Sacramento area worried it would suffer a major economic hit. Today both the city and county recognize they were handed a major economic opportunity.
The Sacramento Army Depot was the first to close, in '91. The city recovered from the blow when Packard Bell NEC moved its headquarters and operations there from Southern California.
