Lacking Coherent Land-Use Guidelines

On Feb. 26, the U.S. Supreme Court heard oral arguments in Palazzolo v. Rhode Island, 99-2047, which will be this term's addition to the Fifth Amendment jurisprudence known as regulatory takings (i.e., land-use regulations alleged to have taken private property).
