Voters took a big step in reforming California's criminal justice system last November when they passed Proposition 47. But it is how local law enforcement adjusts and implements the law that will determine its impact.
Prop. 47 changed six low-level drug and theft crimes from felonies to misdemeanors, but the law maintains all law enforcement options for those misdemeanor offenses - including time in county jail.
