High court decision is latest boosting death row inmates' appeals

A man on death row for nearly two decades should receive a retrospective competency hearing and possibly a new trial, the state Supreme Court unanimously ruled Monday.

A man on death row for nearly two decades should receive a retrospective competency hearing and possibly a new trial, the state Supreme Court unanimously ruled Monday.


Justice Kathryn Mickle Werdegar, writing for the court, criticized a trial judge for allowing Christopher Charles Lightsey to represent himself during his competency hearing despite evidence that he was delusional and mentally unfit.
