A man on death row for nearly two decades should receive a retrospective competency hearing and possibly a new trial, the state Supreme Court unanimously ruled Monday.
Justice Kathryn Werdegar, writing for the court, criticized the trial court for allowing Christopher Charles Lightsey to represent himself during his competency hearing despite evidence that he was delusional and mentally unfit.
