Judge Dodges Issue of Publication

SAN FRANCISCO - A federal judge declined Monday to be drawn into a head-on confrontation over the ticklish question of whether the 9th U.S. Circuit Court of Appeals rules barring citation of unpublished rulings pass constitutional muster.
