In many states, California included, the only legal requirement for becoming a judge is the length of time spent as a lawyer. One can become a judge without having shown any ability, experience or predilection for the job. I hasten to say that this does not mean that governors and voters are putting "unqualified" people on the bench. The appointing power does the best it can.
