Betraying Valid Ballots

Californians labor under one of the nation's heaviest tax burdens when local, state and federal taxes are added together. That's one reason voters in 1996 enacted the "Taxpayers' Right to Vote" initiative, Proposition 218, which was supposed to require a popular vote before new taxes or fees can be imposed on property owners. The aim was to slow the pace of new poundage being piled on taxpayers' backs.
