The California Supreme Court has recently ruled on a federal civil rights case in the contentious area of rent regulation. In Galland v. City of Clovis, 2001 Daily Journal D.A.R. 1313 (Feb. 5, 2001), the court held that a property owner's damages claim against a city for violations of due process in administering its rent-control ordinance could be denied if the city, after years of litigation, would consider a smaller rent adjustment to avoid a "confiscatory" result.
