Panel Labors Over Sentencing Issue

WASHINGTON - Members of the U.S. Sentencing Commission said this week that they would be hard-pressed to meet the deadline imposed by a congressional mandate requiring them to move to reduce substantially the frequency with which judges "downwardly depart" from federal Sentencing Guidelines.
