Delinquency Court Judge Helps Children

LOS ANGELES - It was a routine morning in Compton's delinquency court. Los Angeles County Superior Court Judge Charles Q. Clay III ordered anger-management classes and a tutor for an 11-year-old boy who had threatened his teacher.
