A divided federal appellate court on Monday upheld the government's move to thin the populations of wild horses and burros along the California-Nevada border in 2010, holding that it did not violate environmental laws. Horse advocates had sued the federal Bureau of Land Management arguing the roundup, which gathered more than 1,600 horse and 100 burros, failed to follow rules meant to protect the roaming animals.
