Lawmakers, labor pressing for greater control of branch funds

As judges push for increased funding, branch leaders are increasingly encountering lawmaker and union pressure to relinquish some discretion over spending.

SACRAMENTO - Judicial branch leaders are used to having near total control over how they spend their budget. But if they get any of the $612 million in additional funding they want this year, it may come at a cost to their independence.
