MICRA initiative backers say drug treatment bill by docs a distraction
Backers of a controversial intiative to raise California's malpractice cap and test doctors for drug use say a new bill to treat doctors' addictions is aimed at undermining their ballot measure, and wouldn't protect patients.

SACRAMENTO - California's doctor lobby has tried for years to revive a cancelled state program to treat drug addicted physicians. But the latest effort - a so-called "gut-and-amend" bill introduced just last week - has consumer advocates crying foul.
