The recent voter approval of California Proposition 58 reinstates bilingual education in public schools as a method of instruction for mostly immigrant children who lack English language ability. Like many former teachers of English learners, I remember the failure of bilingual programs, as they existed in California until 1998, and fear that the restoration of this instruction will be as disastrous now as it was then.
