California voters have spoken. On Nov. 8, Proposition 64 passed by 56 percent, making California the newest and largest state to legalize recreational marijuana. By some accounts, California's consumer market could be worth upwards of $6 billion by 2020. But all that revenue comes with a very large price tag for local governments, businesses and employers.
