Court of Appeal Decides Phone-Card Vending Machine Is Illegal

A vending machine that sells pre-paid phone cards and a chance at cash prizes is an illegal slot machine, an appellate panel has ruled. On a 2-1 vote, the 2nd District Court of Appeal on Thursday declared illegal the VendaTel, a free-standing metallic box with a video monitor found in bus stations, truck stops and card rooms. VendaTel users insert money, and reels start spinning on the video display.
