County Task Force Will Reform Treatment of Detained, Ill Kids

The National Mental Health Association has estimated that 60 percent of Los Angeles County's 18,000 detained juveniles suffer from mental health problems. Local child advocates charge that these kids' constitutional rights to humane treatment are being violated - and that they are being treated worse than hardened criminals.
