Recently resigned Insurance Commissioner Chuck Quackenbush, accused of substituting his own political interests for the enforcement of timely and appropriate insurance payouts to earthquake victims, might never have been re-elected but for a weak public-records law, one that forced a conscientious public attorney to risk the ruin of her career.
