Court: Deadbeat Dad Can't Use Bankruptcy to Avoid Obligations

SAN FRANCISCO - Overturning its own precedent, a federal appellate court ruled Thursday that a deadbeat parent cannot use bankruptcy to avoid reimbursing a county for supporting the parent's children, even if county payments came before the entry of a child support court order.
