S. F. Might Rule First on Abortion Ban

SAN FRANCISCO - A federal judge in San Francisco may be the first to decide the constitutionality of the Partial-Birth Abortion Ban Act of 2003, although two other federal courts are considering identical challenges in New York and Nebraska.
