Treaties Gain Legal Ground

Column By Philip Carrizosa - SAN FRANCISCO - In 1977, Gov. Edmund G. "Jerry" Brown Jr. made one of his most unusual judicial appointments. Already bent on shaking up the California judiciary, Brown named Boalt Hall law professor Frank C. Newman to the state Supreme Court. Brown had already named Rose Elizabeth Bird as chief justice, so selecting a law professor with no bench experience to the state's highest court was in keeping with Brown's way of injecting new perspectives.
