Homeowner's Bill of Rights opens door to frivolous lawsuits

On July 11, the state Legislature adopted and Gov. Jerry Brown signed the California Homeowner's Bill of Rights (HBOR) (Senate Bill 900/Assembly Bill 278) as an extension and follow up to 2008's California Senate Bill 1137, which was set to expire on Dec. 31. The HBOR becomes effective on Jan. 1, 2013, and will expire on Jan. 1, 2018, unless extended or amended.
