Harmful Hangout
The U.S. Supreme Court in City of Chicago v. Morales , 119 S.Ct. 1849 (1999), blew away the Windy City's anti-gang law. The court held that the statute in question, which would have outlawed criminal street-gang members' loitering in public, was unconstitutional. Two-and-one-half months after Morales was issued, the county of Los Angeles, guided by Morales , enacted its own anti-gang law.
