California's three-strikes law does not substantially reduce crime. Instead, many nonviolent, small-time criminals are being incarcerated for life - offenders the law never intended to target. And the continued enforcement of the law means first-time violent offenders may continue to serve only a portion of their sentence to make room for the nonviolent repeat offenders sentenced to life in prison.
