Appellate Court Rebukes Judge for 'Flawed' Review

A Los Angeles Superior Court judge who came under fire in 1998 for zapping an unruly defendant with a 50,000-volt stun belt was rebuked again by the 2nd District Court of Appeal for a cursory and "irredeemably flawed" evidentiary review for a man who challenged his 1996 murder conviction on the grounds that his attorneys were incompetent.
