Officials Discuss Police-Reform Terms

Justice Department and Los Angeles city officials meeting Thursday to negotiate the terms of possible federal oversight of police reform reportedly were considering at least three issues: expansion of staff for the city's police commission, expansion of staff for the inspector general and creation of a long-awaited officer tracking system.
