Exporting Foreign Inmates

Forum: By Mark Ryavec Despite Gov. Gray Davis' description of himself as cheap, his administration is missing an opportunity to save millions of dollars by transferring hundreds of non-U.S.-citizen inmates to prisons in other countries. While there are legitimate concerns about making these transfers - whether California sentences would be enforced, for example - Davis could use pending transfer requests to negotiate a novel model for such transfers that meets California's interests in punishment.
