Governor Often Finds Himself in Tug of War Over Paroles

California's governor has broad leeway to deny parole to murderers, thanks in part to a 2002 ruling by the state Supreme Court that reaffirmed the power of the executive branch. But with a spate of appellate-court rulings that have challenged the governor’s authority, the issue is once again before the high court.
